Abstract
The purpose of the study was to analyze changes in the staff normative standards for medical care in specialty "ophthalmology." To implement health care development tasks, to meet patient needs and to achieve required quality of medical care, it is necessary to ensure adequate staff normative standards for medical personnel. Amid persistent trends of staff shortages and professional burnout among health care workers, this task is of primary importance. The comparative analysis of previously effective and new labor documents in ophthalmology reveals their differences, while comparisons with the actual number of ophthalmologist positions determine the need-or lack thereof-for changes in staff planning. The increase in the normative number of ophthalmologists specified in the Procedures for Providing Medical Care in Ophthalmology serves as guideline to adjust training volume of medical personnel in this specialty. To improve regulatory framework on labor, it is essential to eliminate contradictions noted in publication across concurrently effective documents regarding staff normative standards for junior medical personnel in outpatient care and to amend staffing for 24-hour operations.
