Abstract

Objective: To establish an epidemiological evaluation system for HIV testing and screening strategies, and to provide a basis for the continuous optimization of testing and screening strategies. Methods: The preliminary indicator system was developed based on the Donabedian structure-process-outcome model. A two-round Delphi survey was conducted to assess the importance and feasibility of each indicator. The final indicator system was determined by comprehensively considering the evaluation results and expert opinions. Results: Twenty experts were invited to conduct two rounds of consultations. The active coefficients of the experts were 100% in both rounds of consultation, and the mean authority coefficients were 0.77 and 0.76, respectively. The Kendall's W coefficients for indicator importance were 0.075 and 0.154 in the two rounds, and those for feasibility were 0.109 and 0.149 (both P<0.05), indicating increasing consistency among expert opinions. The final indicator system consisted of 3 primary indicators (structure, process, and outcome), 9 secondary indicators, and 39 tertiary indicators. Conclusion: The indicator system constructed in this study provides a reference for the epidemiological evaluation of the HIV testing and screening strategies.
