Abstract

To mitigate climate change and achieve clean and efficient development in the power sector, it is imperative to vigorously advance pollution and carbon reduction in coal-fired power plants. By incorporating online monitoring data, this study constructs an atmospheric emission inventory for coal-fired units in Shanxi Province for the year 2020 and evaluates their environmental efficiency and emission reduction potential using the SBM-DDF model. The results indicate that: ① In 2020, the emission concentrations of SO2, NOx, and PM from coal-fired units in Shanxi Province ranged from 1.73-28.22, 3.11-43.57, and 0.78-7.39 mg·m-3, respectively, already meeting ultra-low emission standards. The total emissions of CO2, SO2, NOx, and PM were 27 074.21×104, 2.12×104, 5.34×104, and 0.43×104 tons, respectively. ② The average environmental efficiency of coal-fired units in Shanxi Province was 0.71, with reduction potentials for CO2, SO2, NOx, and PM amounting to 11 190.35×104, 1.26×104, 3.22×104, and 0.25×104 tons, respectively. This indicates synergistic benefits in pollution and carbon reduction, albeit at a relatively low level of synergy. ③ Incorporating the heat supply indicator into the input-output framework reduced the environmental efficiency of coal-fired units, suggesting current inefficiencies in combined heat and power operation. ④ From the perspectives of installed capacity and boiler type, smaller units and pulverized coal boiler units exhibited greater potential for pollutant emission reduction.
