Abstract
Implementing Child and Youth Protection Now: For a Mentally Healthy Upbringing in the Digital World - Common Statement by the DGKJP, the BKJPP, and the BAG KJPP Abstract: The final report of Germany's Independent Expert Commission on Child and Youth Protection in the Digital World, published in September 2026 and incorporating the 56 previously issued recommendations, together with the European Commission Special Panel's report "Child Safety Online", marks an important step toward developmentally appropriate protection of minors in digital environments. The ad hoc working group of DGKJP, BKJPP, and BAG KJPP welcomes these recommendations but cautions against a temporal gap between measures promoting empowerment and participation, which can be implemented comparatively quickly, and the longer-term regulation and redesign of digital platforms. From a child and adolescent psychiatric perspective, structural protective measures should be prioritized. Key demands include safety by design and by default, effective privacy-preserving age assurance and precautionary access restrictions until safety is demonstrated, expansion of stepped prevention and care, early promotion of self- and emotion regulation and digital literacy, robust researcher access to platform data, and support for child-appropriate European digital services. Effective protection is a prerequisite for meaningful empowerment and sustainable participation.
