Do you have to be a qualified practitioner or university graduate to create a study?

Details

I am eager to publish a journal eventually. I have a research topic that has been considered a pseudoscience. I have observational evidence to disprove it completely. I have no idea how I might begin the study or even if I am allowed to legally. Can someone help me figure out what I can do or where I should start?
